This Notice of Funding Availability (NOFA) announces the availability of funding of approximately $15 million for the Jobs Plus program for Public Housing Agencies (PHAs) to develop locally-based approaches to increase earnings and advance employment outcomes for Public Housing residents. The NOFA will fund initiatives to improve employment and earnings outcomes for Public Housing residents through supports such as work readiness, employer linkages, job placement and financial literacy. To help applicants with the electronic application registration and submission process, the Department advises applicants to use the checklists, user guides, and other help features located at SAM.gov and Grants.gov websites. Both websites provide access to instructions and answers to frequently asked questions which are updated periodically.

The Pre-Disaster Mitigation (PDM) program makes available Federal funds to State, Local and Tribal Governments to implement and sustain cost-effective measures designed to reduce the risk to individuals and property from natural hazards, while also reducing reliance on Federal funding from future disasters. FEMA will provide allocations of $575,000 as required by the Stafford Act to states and territories; and a tribal set aside of $10 million for allocations up to $575,000 for Native American Indian tribal governments to support overall mitigation planning and projects. The remaining PDM funds will be awarded on a competitive basis with a focus on Climate Resilient Mitigation Activities. Applicants must submit applications via the Mitigation eGrants system on the FEMA Grants Portal: https://portal.fema.gov. Applicants may submit a maximum of 19 sub-applications, including 1 management cost sub-application for Applicant management costs. Of the 18 sub-applications for mitigation activities, a maximum of 8 projects may be included.

The Flood Mitigation Assistance (FMA) Program makes available federal funds to State, Local and Tribal Governments to implement and sustain cost-effective measures that reduce or eliminate risk of flood damage to buildings insured under the National Flood Insurance Program (NFIP). FEMA will fund planning up to $100,000 per applicant with a maximum of $50,000 for state plans and $25,000 for local plans. FEMA will fund technical assistance up to $50,000 for states who were awarded FMA Grant Program funds totaling at least $1 million in FY 2015. The remaining FMA funds will be awarded on a competitive basis for projects that will reduce or eliminate claims under the NFIP with a focus on mitigation of severe repetitive loss and repetitive loss properties as well as projects that will reduce the risk profile in communities through mitigation of the largest number of NFIP-insured properties on a neighborhood level. DRL invites organizations to submit proposals outlining program concepts and capacity to manage projects targeting the issues outlined below; all requests are subject to the availability of funding. Open call for media freedom, civil society, rule of law, and labor and human rights for North Koreans (subject to funding, approximately $200,000 available). Examples of programs include, but are not limited to: Media Freedom: Creatively utilize media to increase access to independent forms of information inside North Korea, spur communication networks within North Korea, and allow for increased flow of information out of the closed country. Human Rights: Address one or a combination of the recommendations made by the international community during the DPRK Universal Periodic Review at the UN Human Rights Council Meeting in December 2009. Build the capacity of organizations based inside or outside of North Korea to collect and document human rights abuse information and to understand international human rights instruments and accountability mechanisms with the intent to use this information in future reconciliation processes.

This Funding Opportunity Announcement (FOA) encourages collaborative research applications on drug abuse and addiction that take advantage of special opportunities that exist outside the United States. Special opportunities include access to unusual talent, resources, populations, or environmental conditions in other countries that will speed scientific discovery. Projects should have relevance to the mission of NIDA and where feasible should address NIDAs international scientific priority areas(http://www.drugabuse.gov/international/research-priorities). While the priorities will change from year to year, in FY15 priority areas include: linkages between HIV/AIDS and drug abuse; prevention, initiation, and treatment of nicotine and tobacco use (especially among vulnerable populations such as children, adolescents, pregnant women, and those with co-morbid disorders); the neuroscience of marijuana and cannabinoids; and the effect of changes in laws and policies on marijuana and its impact. The NIH R03 activity code supports discrete, well-defined projects that realistically can be completed in two years and that require limited levels of funding. The R03 activity code supports different types of projects including pilot and feasibility studies; secondary analysis of existing data; small, self-contained research projects; development of research methodology; and development of new research technology.
