NOTE: This is a Notice of Intent (NOI). There is not an announcement related to this notice. We are not accepting applications at this time. Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one or more cooperative agreements to organizations to reduce the prevalence of child labor in targeted rural areas in Zambia. The project will support this objective through the following key outcomes: (1) Adolescent girls engaged in or at high risk of entering child labor have increased access to acceptable work and quality training opportunities, including but not limited to apprenticeships, vocational or technical training, educational services, or establishing their own businesses; (2) Vulnerable women whose household has children engaged in or at high risk of entering child labor have increased livelihood opportunities, including establishing or expanding their own businesses; (3) Public awareness on child labor and gender equality is increased; and (4) Collaboration by Government and the private sector on the promotion of acceptable work for adolescent girls and vulnerable women is increased. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) before the end of July 2016 (this date is subject to change). Please refer to: http://www.dol.gov/ilab/grants/ and http://www.dol.gov/ilab/grants/SGAguidelines.htm for general guidelines and examples of previous cooperative agreement applications. This NOI does not include an FOA or any attachments. It only constitutes a notice of USDOL’s intent to publish an FOA at a later date. Interested applicants are encouraged to monitor www.grants.gov for the FOA because this is the method by which the FOA will be made available to the public. No email or paper copies of the FOA will be provided.

The Uniformed Services University of the Health Sciences (USU) is authorized by 10 USC 2113(g)(1)(A) to make grants to any nonprofit entity for the purpose of carrying out cooperative enterprises in medical research, medical consultation, and medical education. In FY15, USU received congressionally directed funding to establish the Wounded Warrior Service Dog Program, a competitive grants program that supports nonprofit organizations committed to connecting assistance dogs with service members and veterans. Ten (10) grants were issued to assistance dog nonprofit organizations. USU intends to continue this program in FY16 by issuing multiple grant awards to assistance dog nonprofit organizations.

INL leverages its unique foreign assistance authorities to contribute to the global fight against wildlife trafficking. Funds will be used to provide training and other technical assistance in Tanzania to build institutional capacity for combating wildlife crime. INL will support work that builds investigative and enforcement capacity. Applications may also outline activities that enhance Tanzania’s legislative frameworks and/or prosecutorial and judicial capacity to combat wildlife poaching and trafficking. For example, activities may include training, mentoring, and possibly the provision of non-lethal equipment for park rangers, police, prosecutors, other relevant officials and, where applicable, non-governmental and civil society entities to address the multi-faceted dimensions of poaching and wildlife trafficking.

Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to provide funding for a cooperative agreement without full and open competition to the International Labor Organization (ILO) for a project to enhance capacity to prevent and reduce child labor in Tunisia. This project will include: a) awareness raising regarding hazards associated with child labor and prohibitions against child labor, b) capacity building to identify and address gaps in protections against child labor, including in current law, law enforcement and social protection programs, c) training to enhance enforcement of laws and application of policies relevant to child labor reduction, and d) piloting service coordination programs in rural areas with a high prevalence of child labor in order to create a model for preventing or removing children from hazardous labor. Authority: USDOL Manual Series (DLMS) 2-836 G. 3, Services are available from only one responsible source and no substitute will suffice; or the recipient has unique qualifications to perform the type of activity to be funded.
