The U.S. Embassy Antananarivo Public Affairs Section (PAS) of the U.S. Department of State is pleased to announce that funding is available through its Public Diplomacy Small Grants Program. PAS awards a limited number of grants to individuals, non-governmental organizations, think tanks, and academic institutions to support exchange between the U.S. and Madagascar or the Comoros with the aim of improving mutual respect and understanding. PAS will only consider grants that have an American component or aspect in their proposal. This could include, but is not limited to, having an American expert as a speaker, using curriculum developed by a U.S. institution, projecting an American film. Requests to sponsor events should ensure the event has a connection to one of the above five elements and that the grant proposal be linked to a specific line item or line items, and not be a request for a flat amount to be pooled with other sources. (For example, a request to sponsor a conference should mention specific items, such as flights for certain U.S. academics, publication of a post-conference booklet, or sponsorship of the travel and accommodation of a U.S. speaker to the conference, rather than just a flat amount.) Grant projects generally must be completed in one year or less. PAS will entertain applications for continuation grants funded under these awards beyond the initial budget period on a non-competitive basis subject to availability of funds, satisfactory progress of the program, and a determination that continued funding would be in the best interest of the U.S. Department of State. The U.S. Embassy Zimbabwe, Public Affairs Section, is seeking proposals for projects throughout the fiscal year (beginning November 1, 2015) that strengthen and build local capacities in the following areas: educational and cultural exchange; improve the teaching and learning of the English language; support the rule of law; professionalize the media; promote freedom of expression; empower women and youth; promote social inclusion and tolerance of underserved communities, such as LGBTI, disabled persons and minority ethnic groups; promote greater health awareness and outcomes in HIV prevention and AIDS treatment; and encourage entrepreneurship, economic growth, and sustainable environmental practices. Eligibility is limited to organizations that qualify to receive U.S. grants, and have the ability to develop and implement projects in Zimbabwe. Organizations and entities with a prior history of non-performance of U.S. government grants are ineligible to apply for funding. INL is part of the Department of State’s multi-faceted response to transnational criminal activity. Dedicated to strengthening criminal justice systems, countering the flow of illegal narcotics, and minimizing transnational crime, INL plays a key role in leading the development and synchronization of U.S. international drug and crime assistance. INL Bogota’s Drug Demand Reduction (DDR) program seeks to strengthen national capacity to prevent initial substance use, reduce ongoing consumption, and increase treatment availability in order to minimize the impact of illegal drugs on the nation as a whole. To further progress in these areas, INL Bogota has allocated $1,000,000.00 U.S. Dollars to identify and support programs that will advance these DDR goals.

Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, one or more cooperative agreements to organizations to implement a project(s) to reduce child labor in Mexico, with a particular focus on agriculture in Oaxaca and one of the following states: Jalisco, Nayarit, Puebla, and Veracruz. The project will support this objective through the following long term outcomes: (1) key stakeholders respect, promote, and/or protect labor rights under the law, in particular in relation to child labor and acceptable conditions of work for those of legal working age; and (2) children and adolescents engaged in or at high risk of entering child labor and their families, as appropriate, access quality education and relevant social programs. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) around July 2016 (this date is subject to change). This funding opportunity addresses staffing recommendations from the Operational Assessment. Staffing recommendations include: â¿¢ For recruitment, retention, and staff management purposes, the IWJV should transition core staff positions from independent contractors to employees of a hosting entity, managed on a day-to-day basis by IWJV senior staff. â¿¢ These arrangements should be established with clear understanding by the hosting entity and the employee that the positions are secure to the extent that funding is sustained. â¿¢ The IWJV should work with multiple entities to host existing staff positions as employees, and any new positions established with funding secured and approved by the Management Board. It was also recommended that the IWJV balance consistency for management purposes (e.g., one new hosting entity) with diversity (e.g., >one new hosting entity) due the benefits that might be accrued from working with specific entities on mutually beneficial positions.
