PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for a Cooperative Agreement to support activities focused on improving the teaching and learning of English as it relates to workforce development through one or more (no more than three) of the activity areas specified in this NOFO. Public Diplomacy Goals: Public diplomacy programming includes communications with international audiences, education and culture programming, and professional and educational exchanges. English language programs are a key component of U.S. Government Public Diplomacy efforts in Pakistan, creating valuable opportunities for the Mission to engage key audiences, as well as lasting professional, educational, and personal opportunities for Pakistani program participants. Proposals funded under this Annual Program Statement will further one or more of the U.S. Mission to Pakistan’s following public diplomacy goals: 1. Strengthen people-to-people ties between the United States and Pakistan through shared information, experiences, exchanges, and/or expertise. 2. Strengthen local institutions to build long-term, self-sustaining relationships and institutional linkages between U.S. and Pakistani organizations, including capacity building support for Pakistani organizations as needed. 3. Counter violent extremism (CVE) through positive messages and tolerant perspectives that enhance and amplify community-based CVE in a wide range of areas. 4. Expand media outreach by amplifying U.S. diplomacy activities and programs on social and traditional media platforms. Priority Program Areas: This NOFO aims to support the Department of State’s initiatives to promote and strengthen English language teaching and learning in Pakistan through the following priority program areas: 1. English Works! Program ($90,000 maximum) 2. English Works! Workshop ($90,000 maximum) 3. English for Journalism ($200,000 maximum) 4. English for Specific Purposes MOOC Camp ($120,000 maximum) 5. English for Specific Purposes ($50,000 maximum)
