The goals of this Agreement is to provide Snowmobile safety and access training and product development to assist Federal, State, and local land management agency staff, snowmobile volunteers, and the public and enhance trail management on Federal, State, local, and private lands through training and public information. Snowmobile safety training and related products will improve the safety and accessibility of snow trails and promote environmental protection and economic sustainability. This will promote enhanced snow trail use envisioned in the legislation authorizing the RTP, and also promote highway safety.

NOTE: This is a Notice of Intent. There is not an announcement related to this notice. We are not accepting applications at this time. Subject to the availability of funds, USDOL’s Bureau of International Labor Affairs (ILAB) intends to award, through a competitive process, up to three cooperative agreements of up to $3 million each to organizations to improve country capacity to provide workplace-based training programs with a focus on vulnerable and marginalized youth, in particular adolescents at or above the legal working age who are engaged in or at risk of engaging in the worst forms of child labor. One cooperative agreement will fund a technical assistance project in Argentina, one cooperative agreement will fund a technical assistance project in Costa Rica, and one cooperative agreement will fund a technical assistance project in Kenya. In each country, the objective of the project is to improve the capacity of government, employers, workers’ organizations, and civil society to establish and expand such workplace-based training. Project outcomes include: 1) laws or policies supporting quality workplace-based training opportunities for youth, including vulnerable and marginalized youth, are improved and/or implemented by key stakeholders; 2) employers, workers’ organizations, and other stakeholders implement best practices related to workplace-based training for youth, with a focus on vulnerable and marginalized youth; and 3) the quality of existing public and private programs that provide vulnerable and marginalized youth with prerequisite skills to enter workplace-based training programs is improved. The Employment and Training Administration (ETA)’s Office of Grants Management anticipates publishing the Funding Opportunity Announcement (FOA) before the end of June 2016 (this date is subject to change). This NOI does not include an FOA or any attachments. It only constitutes a notice of USDOL’s intent to publish an FOA at a later date. PAS Islamabad invites all eligible organizations (see Section C for Eligibility Requirements) to submit proposals for a Cooperative Agreement to support activities focused on improving the teaching of English in Pakistan through exchanges, online courses, and in-country blended and face-to-face teacher training through the activity areas specified in this NOFO. Public Diplomacy Goals: Public diplomacy programming includes communications with international audiences, education and culture programming, and professional and educational exchanges. English language programs are a key component of U.S. Government Public Diplomacy efforts in Pakistan, creating valuable opportunities for the Mission to engage key audiences, as well as lasting professional, educational, and personal opportunities for Pakistani program participants. Strengthen local institutions to build long-term, self-sustaining relationships and institutional linkages between U.S. and Pakistani organizations, including capacity building support for Pakistani organizations as needed. 3. Counter violent extremism (CVE) through positive messages and tolerant perspectives that enhance and amplify community-based CVE in a wide range of areas. 4. Expand media outreach by amplifying U.S. diplomacy activities and programs on social and traditional media platforms. Priority Program Areas: This NOFO aims to support the Department of State’s initiatives to promote and strengthen English language teaching and learning in Pakistan through the following priority program areas: 1. The FHWA hereby requests applications for assistance to result in the award of Work Zone and Guardrail Safety Training Grant cooperative agreements that would build on work already completed under the Work Zone Safety Grants Program. The purpose of this program is to award funding to qualified applicants to conduct training nationally for a wide range of workers on the prevention of injuries and fatalities in highway and roadway work zones; develop guidelines on work zone safety, operational issues, and best practices that will assist State and local government transportation agencies and other entities in improving work zone safety; and to provide training based on these guidelines.
